An Agency operative. He is tasked with relaying communications from Headquarters to the Capital Branch, as well as with assuming operational command over the group. Allegedly a descendant of the legendary Abe no Seimei, he nevertheless lacks any ability as an Onmyouji. Due to this powerlessness, he avoids engaging in combat personally.
