Set in a fictional, alternate-history Japan, where the collapse of the economic bubble has led to a decade-long recession known as the "Great Stagnation." Oriki Kazuma, founder of a new political party, has just been elected governor of a fictional prefecture. Facing a prefectural government on the brink of bankruptcy, he must draw up a budget across seven departments and defend it before the prefectural assembly, the first step on a road he hopes will lead to the office of Prime Minister.
All parties, politicians and places are fictional; no real-world politicians appear.
The game grew out of graduate research at Osaka Electro-Communication University on serious games that encourage interest in politics, presented at a Game Amusement Society workshop in 2022, and was later developed into a commercial title by WAWE.
